Parking test failed because John Watson offered to park in a parking bay

Is the dire parking skills of UK drivers due to driving instructors refusing to start and finish every lesson parked in a bay or parallel parked by a kerb? Is DVSA's failing to finish every test by reversing in to a parking bay causing this lack of skill to continue?
