For the purpose of ionization ,very high voltage is needed,which is provided by the choke coil between the two filaments. Once when the gas is ionized the choke will provide low voltage, for normal operation of tube light.....

If you want to check whether a choke generates high voltage, just connect 1.5 volt battery to the choke by holding both the choke connections in your hands and disconnect.
