I know of an even easier way Get 5 starts, and go inside pay and spray and keep close to the rancher. Once the wanted level decreases, just take it from them. You'll get the one star wanted level for stealing a cop car but all they do is punch you
Or go to naval base at San fierro and make sure one follows you near the pay n spray and take that FIB rancher and get a vehicle and put it in pay n spray n wait until ur wanted level is gone. Done

Get a tank, drive around area 69, go to airstrip, save game, go outside and there you have multiple empty fbi cars.
