It's true that India does have a lot of technology, the problem is using it to help their people prosper. Infrastructure problems, policy problems, bright minds leaving the country, political corruption, constant internal conflict and overall economy, needs a rapid change to make it happen. Even though India has border issues with everyone just like China, I do hope their development continues so that more people can be brought out of poverty.
India is changing in astonishing rate, we now have solved our 99% sanitary issue, we are building infrastructure on the world record rate(we literally have world record on building roads), India build its own locomotive and have worlds biggest Rail Roads, India now have record break FDI from all over the globe, now lot of tech companies have already leaving china and building their Factories in India, Like Apple, Foxconn, Samsung, Intel, and many many more. In west Slums are hub of Drug trafficking, unproductive youth, prominent teen pregnancies, lot of Crimes. To the contrary, Indian slums are very productive and Majority of them are very loyal hardworking citizens trying their best to get better life. its actually Rich in India who are not productive and drawn in to drugs.
Yes! We have problems & those are being corrected & surely more needs to be done. It's not just India though all in countries in this world suffers from all the problems you mentioned, including yours but guess it's easy to point out India in general.
For those who ask why don't india spend it's money on poor, there are a lot of social welfare programs taking place. Moreover a 2 bln dollars doesn't make any difference. Being a third world country doesn't mean it's supposed to do only third world things.
If you ever get asked the practical benefit of ISRO's space programs - the 1999 super cyclone which hit Odisha took 10,000 lives as precise satellite modelling of the cyclone's path was not available and rescue came after it had passed.
