Since 2010, México has an open inviation to every country to participate. So, it's up to the other countries to decide to go or not.

Also the President of Mexico made a declaration in which he mentions that USA was also invited but didn´t attend the parade in the same way.

I couldn't believe it the other day when I went to Tijuana to find a giant statue of Abraham Lincoln there. In the middle of a roundabout, with broken chains in hand. It's disgusting how we've treated our neighbor to the south, when they have much admiration for our nation and history. After awhile, you can't blame them for building closer ties with China.
