All the other districts don’t have homogenous demographics, so the gangs wouldn’t be able to plant roots if they only accepted a single ethnicity (Tyger Claws take Japanese and Chinese mostly, practically unheard of criminal combo in the real world). Valentinos have significant non-hispanic membership according to lore, but with all the gangs its about culture and loyalty, not race specifically.
