I believe the Maho Beach looks normal. The peek tourist season is Winter and they pump huge amounts on sand up to cover the rocks and create a beach. Thus they can maximize the number of deck chairs they can put out. Winter can/could attract up to 4 cruise ships per day. After winter the sand is allowed to wash away normally.
Yes, but that happens all the time, even without hurricanes. In the past, they've manually placed sand there to form the beach, and they'll of course do it again in time. :)

Was this a planned fly-over? What type of craft? Great camera placement.
It was planned, due to inoperative ATC. Pilot had to asses if runway was clear enough to land.
