This reply is for hhharoon3, You must be aware that autocad measures angle from positive direction of x-axis hence a straight horizontal line will be of 0 degree and vertical angle is 90 degrees and in the drawing angle is 70 degrees between wheel spokes that means half of it 35 degree is on left of vertical line and half of it is on right but since we measure angle from positive x axis direction the angle is 90-35 ie 55, hope it helped
I have drawn by using 55° angle. The drawing is exactly same as yours but the curve angle is not 70°, it is 50°. But if I try to draw the angles at the circle as 35° at clockwise and counterclockwise, the angle is 70°, but the wheel is not same as yours after using the polar array.

When they use the radial dimension, it creates part of a circle. Is there any way to prevent this from happening?
