Rogue is strongest WITH cooldowns. Why risk food reveal when you waiting anyways? He has plenty health to 2v1 with cooldowns whilst he in control. He can 1v1 with less easily. During engagement, he did basically full health anyways. You not careful, you can overplay yourself and waste unnecessary cooldown on defense trying to heal up in a hurry and get caught
