Hello, I'm Faisal Iqbal. I have some confusions regarding my case. Few days ago I've received a notice of immigrant Visa case creation from The National Visa Center (NVC). In that notice they wrote that they received my approved immigrant visa petition from U.S. Citizenship and Immigration Services (USCIS). In that notice they asked me to follow those 12 steps instructions posted on https.//nvc.state.gov for completing my case. Then they will schedule my case for visa interview at U.S Embassy or Consulate General in Korea, South. They asked me to log on to the Department of State's Consular Electronic Application Center (CEAC) to see my case status and pay any fee or upload and submit any necessary documents, and read messages from NVC. And then i logon into CEAS through using my NVC case number and invoice identification number.But the website have some issues or currently not working properly i guess because i want to pay my fee through it but it didn't work. Summary information i saw there was due to the numerical limitations on immigrant visa issuance prescribed by law, my petition isn't eligible for further process at this point. NVC will retain the petition until immigrant visa becomes available. I want to know that what should i do next to make my petition eligible at this time? And if my petition wasn't eligible for now then why did they send me that notice in which they mentioned to have my interview and ask me to have Affidavit, police certificate, fee and other necessary documents. Kindly clarify me about this matter as soon as possible. Thanks.

There is no option to remove the petitioner but what you can do is add a joint sponsor and mention that he/she will be the main sponsor. It doesn't matter if your main petitioner has less income or financial resources. In any case, you have to attach the financial documents/civil documents/ tax returns, etc of the main applicant.
For Ds260 should we submit nic and for Pakistan police certificate is not necessary its mention on their website or is it compulsory to submit police certificate

You should tell the embassy about the death of your father, it doesn't make any difference but they should know the exact details. Interview dates are extremely delayed

I have bank statement but my wife has not .... and frankly speaking we have not much balance in bank as you know mostly people in Pakistan invest the money in property sector as we did and all we have is property to show that will dispose off after getting Visa :)
no the financial status of one of the member is OK. as per USA, it doesn't matter who earns and who not, if he/she is your spouse you can consider it as one. while filling the i-130 you can attach your documents in civil documents and same documents with your application
Even though if you are not financially good or have extremely less resources, still it doesn't matter. Your sponsor/sponsors can show their status and wealth. All you need to do is to justify how you will finance your stay there. they want the person who is coming to USA should not be a burden on them(GOV).

no the financial status of one of the member is OK. as per USA, it doesn't matter who earns and who not, if he/she is your spouse you can consider it as one.
while filling the i-130 you can attach your documents in civil documents and same documents with your application
Even though if you are not financially good or have extremely less resources, still it doesn't matter. Your sponsor/sponsors can show their status and wealth. All you need to do is to justify how you will finance your stay there. they want the person who is coming to USA should not be a burden on them(GOV).
