In the UK, America, Australia and many other western countries, they have a massive problem with young people abusing legal and ilegal substances, just because their parents or the law says "you are prohibited from using this!". And kids will always rebel. Places in other European countries where age restrictions are not as strict for the use of things like alcohol, (france for instance) or countries where say, Cannabis is legal (The Netherlands) the kids don't have such a problem with abuse, or atleast not on such a large scale, as countries that I first mentioned, ie... The UK or America, You tell a kid they aren't allowed to use something, or are not responsible enough to use something, they are more likely to go and do it anyway, just to prove the authorities wrong. Kids so badly want to be be grown up before their time, and doing things with age restrictions is one way of proving they are adults.
