    Jacques is truly a living legend in this field. We don't know how lucky we are to be alive at the same time as him. In the future I think Jacques contributions to this field will rival how people view Sagan and Astronomy or Einstein and physics.

      Awards are funded, not proposed. The nobel prize was funded by Alfred Nobel with the money he made from 3 inventions including dynamite which destroyed more scientific evidence than any other human invention I'd wager. Follow the money there's always a dark story if you look far enough.

In this lecture, we heard a 4-fold repetition of points involving the number 2 (eg, AI to get the 2%, Curie getting 2 more Nobels than Nolan, France searching for the 2%, and 2 bell curves). And 4x2 = 8, which is a Divine number in many Magical Talking Frog societies

    Thank you to Gary Nolan & Peter Skafish for releasing The Sol Foundation conference presentations to TH-cam. I am in my 70’s and have followed the UFO/UAP phenomenon since 1966 when I first heard a report on the radio of two police officers in Ohio who approached an abandoned vehicle at 5am only to find a hovering UFO that they chased for 86 miles at speeds up to 100 mph, to the PA state line. Over the years, I have read the books of Mr. Vallee and many other respected UFO researchers. I was happy to see in his presentation that he still is focused on the element of “high strangeness” of the UFO/UAP experience, the most interesting part of the phenomenon to me. What I find fascinating, are the similarities reported by people who have had near death experiences (NDE’s). To my mind these two must be connected in some fashion. I recently have heard several respected researchers of both phenomena raise this same comparison. I believe that some day we will see that connection come to light, perhaps through the work of The Sol Foundation.

    It’s so true. It’s crazy how people are OK with them not being able to explain everything. We have the technology, and if we don’t; we have the means to improve. We should not accept “we’re not able to explain this encounter” because that is the difference in everything.

    Dr Vallee pointed out very important thing: UAP studies (also historical) are very Western (especially US) centered. We don't know what is happening in other countries, if the phenomenon is studied there and how similar/different the data is. I am part of a small UFO study group in Estonia (the Baltics), a nation with 1.3M people, occupied by Soviet Union between 1940-1991. Our senior investigators have gathered and published over 500 sightings and encounters since the time before ww2. A lot of data from those sightings are similar with Western data, but there are also differencies. We need to see the data from other non Western countries and get the bigger picture

We have documented also many Soviet military encounters with UFOs, although it has been very difficult to see the paper trail. Soviet Union was a very closed society with no possibilities of FOIA requests. We know of two interesting encounters: in one case two Soviet fighter jets were tasked to engage a UFO near the island of Saaremaa. UFO allegedly shot down one of the jets. It was of few such cases in Soviet Union. In other case a black triangle hovered a Soviet military base in city Paldiski. Security official lost his temper and shot the object with his AK. We have that report. Our first case of known so called abduction case happened in 1958. It wasn't however as depicted in American lore: we haven't recorded cases where typical greys conduct medical experiments. It seems to me such narrative is mostly present in Anglo American countries. The entities we mostly record are so called Scandinavians. The factor of high strangeness is very often present in those encounters. A lot of close encounters in Estonia are with children or group of children. A common entity type is what we call a beautiful young lady. It is interesting to know that during crusades Pope dedicated our land to Lady Mary. Also what we dont't see in Estonia are crop circles and cattle mutilations. Between 1985-1991 we had a UFO wave in Estonia. It was a period where our country was in the process of regaining its independence. It seemed like this UFO phenomen had some interest in this process. As of translating the research summary, it depends on the wish of the author. There have been discussions about it

      ​@@alonaelapea9825are you aware of Allies Of Humanity? If not, I highly recommend. Allies of Humanity explains clearly that these groups are resource explorers here for Earth resources. They don't care about humans at all, instead they are using and abusing us for their end goals.
      Also, these ET have strength in the mental environment - this is why they can insert thoughts and memories into our minds, as reported by many abductees. They are playing a long game while humanity buries it's head in the sand and gives the keys to the world away. They mask military programs, real UFOs, flying saucers and triangles - it's all purely terrestrial technology. First they were made in the USA, and now they have been copied both in Russia and in China. Now, in conditions of global tension, the appearance of Russian UFO-type reconnaissance vehicles near American military facilities is more than justified. But it is important to remember that this technique is secret, first used by the Americans themselves in 1947, they actively used UFOs for many years... But this technology, plasma propulsion panels, it is still not very convenient to use. Firstly, during the operation of high-frequency pulsed railgun cells that make up the motor panels, strong microwave radiation occurs. It (even when shielded by a Faraday grid) has a harmful effect on pilots. Therefore, it is impossible to fly on these devices all the time. Secondly, because of the microwave, it is impossible to maintain radio communication with the devices. And, thirdly, the lifting capacity of the devices is still small. That is why "flying saucers" are used in secret mode for espionage purposes. However, recently such a spy function has become irrelevant due to the opening of borders and the availability of new technologies (satellite tracking). I advise you to read Christopher Buckley's book "Little Green Men", which satirically talks about the secret UFO technique and the spread of misinformation about aliens and even about fake "kidnappings" to support the legend.       😎😎😎😎😎😎😎😎😎😎There are many lies here in the field of UFO, but the truth can be established by special methods of Open-source intelligence (TEXT MINING). After studying all the materials about UFOs, it becomes quite obvious that since the late 40s of the twentieth century, a secret project has been developing in the United States for the development and production of aircraft, where the lifting force is created using high-frequency vibration. It all started with James Pitts' "Sky Car" vibrating orthotopter umbrella, then the umbrella was closed with a dome and devices appeared according to the scheme of conventional electromagnetic vibrating speakers (membrane + inductance) - fragments of the membrane were found by a farmer in Roswell. Then they created piezoelectric thrusters, or with small dischargers on the surface (they glowed all over the body due to ionization of the air), and now they are planes with plasma propulsion panels (so they are angular - that is, with flat surfaces). Thousands of discharge cells are densely packed into motor panels - they shoot streams of plasma (railgun architecture - coaxial electrodes). The ionized air of the spark discharge is accelerated in the railgun chamber by the Lorentz force to enormous speeds - a kind of ramjet engine is obtained. Just imagine! - tens of thousands of small ramjet engines assembled in panels and launching plasma synchronously at a huge frequency (hundreds of kilohertz). Plasma jets form toroidal air vortices - this air cushion creates lift and acceleration. See, for example, the MARAUDER (Magnetically Accelerated Ring to Achieve Ultra-high Directed Energy and Radiation) project. My article "UFOs are made in the USA" and the books "UFO Hunt" and "UFO Elimination" describe all this in detail. The technology is quite mundane - it is known in great detail thanks to information leaks. For example, air ionization in the coaxial elements of a railgun is created using radiation (radioactive polonium is introduced into the metal). Devices of this type were used throughout the 50s-60s-70s-80s for secret missions (they took off, as a rule, from special submarines). With the fall of the USSR, their use by the United States was practically curtailed (in the novel "Little Green Men" by Christopher Buckley, speechwriter Bush Sr., a scene is described where the US president decides to curtail the "flying saucer" project). The winding down of the project can be recorded by the drop in magnesium consumption in the United States, since such fuel was used in fuel cells (magnesium strips were burned in forced galvanic batteries), this is 2007-2008. However, later the development of the technology continued in the Russian Federation and China (the technology was restored by reverse engineering methods for downed devices). Secrecy, however, was maintained and there was no civilian use because the technology was not suitable for it - harmful microwave radiation from pulsed plasma thrusters (harm to pilots and impact on electrical appliances inside and along the flight line). The payload is small (but one nuclear charge is enough). There is no radio communication - unmanned vehicles can fly and maneuver only in accordance with the program. Previously, there was a narrow application profile - rare spy missions (so that pilots do not get a lot of radiation). Reconnaissance aircraft of this type were often observed at military bases, missile launch sites and airfields. They were even seen by peaceful geologists in the taiga, where clearings for seismic exploration were laid - UFOs flew there to check whether military construction was underway (I myself heard stories about this))). I think that soon this technology will be declassified, and cargo airships with flickering round plasma panels on the surface of the hull will appear in the Arctic sky.

    As I suspected. The stranger the incident, the less likely it is to be reported. I found this with my own stepfather. He was a commercial pilot with a 30+ year career of almost daily flying around the world. He had two UFO incidents. The first was about a category 2 to 3 and was duly witnessed by a number of people and reported by the air traffic controllers, the "tower." The second was almost off the charts for its bizarreness and the three or four witnesses conspired to keep it secret from everyone but their wives. He told it to us, his two daughters, as a sort of a legacy not long before his death. It has totally changed my perspective on life itself because I do believe him.

    Lectures, such as this, as well as those from highly educated and most involved Ufologists within the community need to be offered to politicians and civic leaders on the outside. Here, the efforts of the greatest intelligent scientists and researchers are lost on the audience when preaching to the choir. All we can do is applaud and nod our heads in agreement, while those with the ability and authority do actually do something go back to playing golf, and designing new and better ways to line their pockets by scamming the government.

    Ratheon's response to the infrared detector is very interesting, as it states more or less the obvious on the purpose of war tools and how they operate, also an introspection of what private military companies could do if they had UFO tuned specialized detectors. Giving some insights on how a crash retrieval program would work so efficiently and quietly under the public's nose and detection know how.

    I have witnessed the phenomenon over the course of my lifetime at close range and in broad daylight going way back to the Autumn of 1958, the last time being the 19th. May 2021. I chuckle silently to my self when I hear people mention the word ''disclosure'', what exactly does it mean and what exactly is it that ''that mythical someone'' thinks they are going to be able to ''disclose''. I have witnessed ''stuff'' that is unbelievable, beyond science fiction and in my humble opinion if the day of ''the great disclosure'' ever becomes ''a reality'' we will finally know the secrets of other space time dimensions and for want of a better term the ''paranormal'.'

    The thing that always bugged me was the importance of reports from pilots in the air force. But reports from soldiers on the ground were overlooked or tossed out.

    It's true. The more weird and real the experience, the likelihood of someone reporting it goes down, not up. Being regarded by society as a nutcase is an extremely powerful deterrence to reporting, and some people are so traumatised they just want to forget about it anyway.

      In serial abduction cases, it's happened many times that abductees only reported their abductions because the aliens were coming after their kids too. Then a whole different parental motivation kicks in.

    Excellent presentation, you are right. In my families case there are 4 generations of sightings going back to the second world war and not one of them was ever reported to authorities. If you extrapolate the number of un-reported experiences in my own family to the population at large. Well that might give some insight into 1. The public interest 2. The 2% is a fictional figure for a forgetable subject.

      After studying all the materials about UFOs, it becomes quite obvious that since the late 40s of the twentieth century, a secret project has been developing in the United States for the development and production of aircraft, where the lifting force is created using high-frequency vibration. 🕳🕳🕳🕳🕳🕳🕳🕳🕳 It all started with James Pitts' "Sky Car" vibrating orthotopter umbrella, then the umbrella was closed with a dome and devices appeared according to the scheme of conventional electromagnetic vibrating speakers (membrane + inductance) - fragments of the membrane were found by a farmer in Roswell. Then they created piezoelectric thrusters, or with small dischargers on the surface (they glowed all over the body due to ionization of the air), and now they are planes with plasma propulsion panels (so they are angular - that is, with flat surfaces). Thousands of discharge cells are densely packed into motor panels - they shoot streams of plasma (railgun architecture - coaxial electrodes). The ionized air of the spark discharge is accelerated in the railgun chamber by the Lorentz force to enormous speeds - a kind of ramjet engine is obtained. Just imagine! - tens of thousands of small ramjet engines assembled in panels and launching plasma synchronously at a huge frequency (hundreds of kilohertz). Plasma jets form toroidal air vortices - this air cushion creates lift and acceleration. See, for example, the MARAUDER (Magnetically Accelerated Ring to Achieve Ultra-high Directed Energy and Radiation) project. My article "UFOs are made in the USA" and the books "UFO Hunt" and "UFO Elimination" describe all this in detail. The technology is quite mundane - it is known in great detail thanks to information leaks. For example, air ionization in the coaxial elements of a railgun is created using radiation (radioactive polonium is introduced into the metal). Devices of this type were used throughout the 50s-60s-70s-80s for secret missions (they took off, as a rule, from special submarines). With the fall of the USSR, their use by the United States was practically curtailed (in the novel "Little Green Men" by Christopher Buckley, speechwriter Bush Sr., a scene is described where the US president decides to curtail the "flying saucer" project). The winding down of the project can be recorded by the drop in magnesium consumption in the United States, since such fuel was used in fuel cells (magnesium strips were burned in forced galvanic batteries), this is 2007-2008. However, later the development of the technology continued in the Russian Federation and China (the technology was restored by reverse engineering methods for downed devices). Secrecy, however, was maintained and there was no civilian use because the technology was not suitable for it - harmful microwave radiation from pulsed plasma thrusters (harm to pilots and impact on electrical appliances inside and along the flight line). The payload is small (but one nuclear charge is enough). There is no radio communication - unmanned vehicles can fly and maneuver only in accordance with the program. Previously, there was a narrow application profile - rare spy missions (so that pilots do not get a lot of radiation). Reconnaissance aircraft of this type were often observed at military bases, missile launch sites and airfields. They were even seen by peaceful geologists in the taiga, where clearings for seismic exploration were laid - UFOs flew there to check whether military construction was underway (I myself heard stories about this))).     In the 90’s out in the middle of nowhere late at night on hwy 395 on my way to Lone Pine, CA, I had a strange light in the sky following me for about a half hour looking out my driver side window .. until I turned my radio off, it was the pilot light of the radio reflecting in the window 🙄 lol

    The Sol Foundation needs to get on board with the computer abilities of the UFO's. They still haven't even solved the problem of dimensional entropy in computer software of UFO/UAP software. They have come up with the transference of current at various levels of the same dimensional current but they need to learn to control the computer technology not only for this dimension but infinite and finite systems. When they do this then all research has to be brought together. We are already way behind schedule.

    The only real problem with "ufo's" is the concerted effort to bring down these craft and obtain its technology by force. It only takes one occurrence that doesn't end well. So far, we've been lucky. With each additional occurrence, the risks rise exponentially.

    Dr vallee has a clever way of not saying abduction phenomenon or experiencer phenomenon. I read his chart with two bell curves as uap vs abduction. I can understand why he would want to avoid that term but isn’t it clear he meant that the future of this study is inside uaps.

    Jacques may be thinking of a different space telescope. The Kepler space telescope was definitely launched aboard a Delta II rocket from Cape Canaveral Air Force Station in Florida, USA on March 7, 2009. This is well documented in NASA and other space history sources.
    The Kourou Launch Site in French Guiana that he mentioned is primarily used for European launches and those conducted by Arianespace. But it was not the launch site for Kepler.
    Perhaps Jacques were thinking of the James Webb Space Telescope, which was indeed successfully launched on an Ariane 5 rocket from the European-operated Kourou site in December 2021. That is a different and more recent space telescope than Kepler.
    But just to confirm - the NASA Kepler mission specifically lifted off from Cape Canaveral in 2009, not Kourou. Properly attributing and differentiating between the launch sites for various spacecraft can get understandably confusing.
