It's not even inconsiderate - it's stupid unless they have free maintenance for their cars.
Driving thru water at speed can damage the car body or get water into the engine intake - neither of which is desirable, the latter could make the car stall.

Not excusing them, just saying some may not have even noticed him there until it was too late, especially those closer to the center line.

That's because he spends half the time just staring at the same drain without trying to further unclog it or find another to drain.
Large streets have multiple drains for this purpose.
He also uses 1 handed motions ALL the time because he never puts the camera down, which means he barely moves anything because he's holding the camera and doing little more than pawing at the grate - he's more interested with filming it all than actually draining it.

I watch a few drain clearing videos on TH-cam. I live in Grand Rapids, MI, and grew up in Livonia, a suburb of Detroit. I think of Joy Rd. as 3 mile.
The first thing I notice about Detroit Drain Gang videos is the gas/oil floating on the surface. As soon as a drain opens up you can see the sheen on the water. Second, the debris. Leaves are an obvious yet temporary problem. But the sand and gravel have taken years to form. With no street sweeping, human waste builds up as well. Was it here, or another video where removing a t-shirt opened the drain right up?
The saddest thing is when you open a drain up only to realize the drain itself is plugged. That's an intracture problem. Our government is talking Build Better Best. Perhaps this is a good place to start.

That area is flooded out every heavy rain....and of course we have folks like these who care that drivers are safe...so they drain the roads...too bad the ones who deliberately spray you wouldn't have all their tires go flat at the same time !
