The lease holders seem to be managing their land responsibly. As a land owner myself, I think they, the owners/ leasers should be aided in their conservation efforts. To the politicians involved, you must know that letting lands go "fallow" or unused is a good thing for the environment. A great farmer/rancher lets some of their land "rest" to build up the arable lands richness, naturally.
