Because Florence is far more touristy than Milan and most of these people are tourists not real Florentines. If you wanted to see how true Florentine dress you have to go in places where they gather.
I would say most of the men were very well stylish but some of them were wearing cloths that were for younger people, trying to hard to look young but it doesn't work if you are older!

There is a huge constant supply arriving in Europe. They get priority for housing, while young whites do not. That makes them more attractive than the white males in some regards. They can have a family if they have a home. Also, every TV ad now has white woman with African partner and often with mixed kids. A lot of younger women have already been conditioned to see it as normal, and even fashionable
