I was wondering, how good is entertainment complex and its building in maintaining okish level of Culture instead of Theatre squares, if say you are going for other type of victory other than cultural ?!

They don't offer any culture just amenities and a little tourism which I don't think is worth the investment, I like EC to build colloseum and try and build theatres around it

don't you want to time build Hippodrome (the unique Entertainment Complex) because you get a Tagma once you completed the district? And its subsequent buildings as well

You should have recaptured and razed the city connecting your capital's lake and the ocean, that way it would have been way more easier to deal with that situation.
