This role is for a dramatic soprano. This soprano is a lyric. In the Miserere you’re supposed to be able to hear the singer and that’s managed only in true chestvoice.
the problem is not that she's a lyric, (even a lyric can/should be able to sing in chest) the problem is that, like all modern-day singing, she hasn't developed that part of the register so it is unresonant and weak (what's called a collapsed voice). It gets muffled, throaty and backwards with no resonance, nor overtones.
