Easy way to empty sailboat water ballast tank while boat is on the water

Air pumpn water ballast seems cool. I am slowly using hose to add water from top, maybe a couple hours of this will flush the stinky water I currently have. I just got my Hunter 260, the ballast bolt was rusted and seems hasn't been touched in 5 years here in Galveston at dock on ocean ..

I wonder if just opening lower valve full way (2 inches?) will let water circulate from below over month??
