I think the "I see you but I don´t won't to dance with you" works well, for sure, but I do perceive it as impolite, maybe even arrogant or antisocial. Much better is, if she has a short look into the eyes and quickly looks away. because a longer look implies a nod would follow, as most of the time after a two second meeting of the eyes the nod follows.......In my opinion the best option is, just not look longer into the eyes of men, you do not want to dance with, or generally during the preferred cabeceo times not to look at the dancers, you don´t like to dance with.
