you can apply with your proficiency certificate since you studied your degree in English. Taking IELTS or TOEFL test is always appreciated, but these tests need very good practice to score the required point. But if that is not possible for a time being, it is ok continue ur application. But you should show your language skill during interview and with your application or motivation letters. you may also mention that u r preparing to take the test. Anyway, you should never stop applying because u do not have test score. Good luck!!!
