Honestly, Blanc and Neptune are easier to connect to compared to Noire and, strangely, Vert. Blanc is gentle, volatile at times yes, but calm and a secret otaku. She seems like a very nice person as long as you ain't hell-bent on pissing her off. Neptune is very energetic and meme happy, with a very friendly personality. Vert... Well, she is an otaku, yes, and a gamer to boot, as well, but that ship between Vert and IF was hella strong! And as the games continued, it felt weird to see Vert as anything but a sister at best. Noire is a great person, too! However, her personality is by far the biggest obstacle to me, a charm to others. But she is a generic tsundere with some twists, I've tried to see past that, but she really shoves it down your throat at times...
tl;dr Flat is Justice.
I think you're a little too hard on Blanc myself. She can be long winded sometimes, but she's adorable IMO.

Honestly, I don't know if the developers intended on making Blanc the star of the VR events, because a lot was shown from here compared to the other character's VR moments, even Neptune gets the short end, having the shortest VR moments.
Like, Neptunes VR moments were mostly her being a likable dork.
Noire was trying to be more honest with herself, but still has a hard time accepting her hobbies.
Vert feels as if she just needed someone to talk to.
But Blanc seems to show a side of herself here that I don't think she has ever shown someone. She seems to have a lot of insecurities, and seems like she needs someone to confine in. A lot was added to Blanc's character here.
Yeah, there's a lot more to her than "oh, she's a smol quiet or angery loli, im scared".
What would make this better is if this game had VR interactive events with Nepgear, Uni, Rom & Ram(might need to have Blanc with them in case since they're children), Histoire, as well as Plutia and/or Iris Heart(even if nothing sexual or rough happens).

That thought she had about writing the characters in a way they shape the story than rather being plot conveniences and elements, i know its a basic idea, but that's a tested great idea. That's how I feel how Yoshiyuki Tomino wrote the first Gundams and G no Reconguista and those are actually entertaining.

Anyways, Blanc's segments feel like good insight into her passion as a writer and love for it. And gives her a bit of development in that area: she isnt just a ball of anger or a simple kuudere.
