If a normal helium balloon floats into the sky it will reach 10 kilometers and the air cant make it its normal size and it will expand and explode and fall back to the ground.
You could use a floral water pic.However, even though I know nothing about physics, I can pretty much guarantee you, the balloon is not floating, it's deflating. . Blow up a balloon and let it go. Any balloon. . It's gonna fly for a minute. The pic (or tube) simply allows the air to leak out a little bit slower. That's all. You aren't gonna decorate for prom with these.
