You can yes, 60 cards in deck is the minimum. But being able to sideboard against other heroes is part of the puzzle and the fun really! There will always be some matchups where certain cards are just not optimal, having the option to swap some out is great! Or worst case swap an equipment or weapon :) I would not recommend having less than 80

Yup, that is correct. Your minimum is 60 cards but you may play more cards from your inventory if required for certain matchups :)
