Even better way of finding the fraction component: Take 4FC as you would 3E. Find 4FC's decimal value, and divide it by 16^(n+1), where n is the hex values after the decimal point. In this case 4: therefore, we have 1276/4096 = 0.31152344.

why you multiply 4 and divide F and C
multiplying by negative power is the same as dividing by positive power. so x16^-2 = ./.16^2
