Cool looking skull.
If you devolve the glow pigment with a bit of 99.9 % isopropyl alcohol, you might be able to use it like a paint to coat the mold.
The alcohol evaporates fairly quickly leaving the pigment. I’ve seen other crafters use the technique, don’t know if it would work for this or not. 🤷🏽‍♀️

I did try that, I usually mix alcohol with the metallic micas but others don’t seem to work as well ❤️❤️
