With release of this DLC, the Festival of Universes should be coming back fairly soon. The costume is a reward from gaining a certain amount of Glory Points from the festival.
Make sure to defeat at least 4 different oppents with an ultimate attack and super attack. Make sure your health is above 80% before you defeat the last opponent. Of all things, make sure to do these Paralell Quests online with other players. The RNG seems to drop the skills faster when you play with other players. Also playing online saves you a bunch of time and energy
