I have divided my petals into 3 layers Small Medium and Big (each petal is different from the other) you van search for the template in the net and accordingly you can do it..no need to follow exactly but use this method of small medium and big concept..so you will have a clean finish..

S-small and 5 different sizes in it same way M -medium has 5 different size and L has 5 different size

Just add few cut waferpaper and add some hot water and mix it until you get a glue consistency
