Masaru tends to quiet down and speak softly and it's got a breathy feeling. When he raises his voice or screams it's got more of a "pleading" than "demanding" vibe which makes him seem even more girly. Maybe it's all due to the kids I've been around ¯\_ (ツ)_/¯ but even the "little princesses" I know don't sound /nearly/ as feminine as Masaru does. That's why, in my eyes, Masaru can't play a convincing or realistic boy.

I think nijisanji would've put a rule in place to make sure the gender of the character matches with the actual person to avoid scandal. If it's an independent vtuber like tamaki or sugita then yes, they might use an avatar of different gender than themselves because should a scandal ever arise then the liability falls to themselves, instead of nijisanji (ichikara) or hololive and and holostars (cover)
