I've done it myself, you use the explosive barrel's hitbox to bump you up, where there's a space you can walk outside of, developer oversight because they didn't expect anyone to bring anything up there

Pre Patch can use Super Steam Boost(or Speed Bug), and it's randomize a little. And Post Patch can't use SSB but Barrel Boost. And Post needs more technical tricks and fuel control. So Pre is easier than Post. I'm sorry for my dirty English, thank you for watching my video.
