I think you nailed it here.There is only one small thing I would add,you said Dumbledore never tried to help Riddle when he was young but we dont know if thats true.Remember Dumbledore said that he was determined to keep an eye on Riddle ("for others sake as much as his own",I remember that too) but didnt he also say something like "In the initial shock of finding out what he was he felt he must have revealed too much and was very careful never to open up as much again"? That being the case there would be no way that Dumbledore COULD help him.Riddle simply wouldnt let him in,his own nature was solitary and secretive.

It is this that prevented him from raising his hand to stop Tom, for should he take it in his own hands especially without the proof he needed (through i suspect he assumed that tom had indeed made horcruxes when his visage had waxed into adulthood , butto assume and to be incorrect and for it to be other dark magic could have ramifications going down the wrong rabbit hole), it would be taking a step on that path of beliving once more that he knew better that he was doing it for the right reason, for the greater good. It's this that ultimately stops him, he could be close to as sure as possible but the possibility of being wrong and giving into temptation would be too far, it's vigilantism without proof, not a form he could ever subscribe to.
He knew what he would become because he tells dumbledore he can speak to snakes so he knew this is the heir of zalazar if he did not knew sounds a little bit naïef in my opinion

Because ultimately Dumbledore’s a good man. He would’ve wanted to give Tom a chance to choose turn away from his dark destiny much like Albus himself turned away from his. And he had no real proof that Tom truly was a monster until it was too late.

One thing i wondered was why Dumbledore didn't help Hagrid's case by saying Tom Riddle was a parsualmouth? The staff knew the ledgends of the chamber of secrets, only salizar slytherin's heir could open it. And being able to talk to snakes was what made Slytherin famous. Dumbledore was the first person Tom told about being able to talk to snakes. But I guess that wasn't enough evidence.

I think the explanation is pretty simple: dumbledore never was the perfect man the movies tried to show->when he was young he was himself very power hungry. let's not forget him having the elder wand he always had to FIGHT THE URGE of this immense power. I think deep down it was his power hunger combined with curiosity projecting this on TOM indirectly and simply watching but it got out of hand and by the time Dumbledore snapped out of this power trip it was too late, Tom was far too deep into dark magic and was already voldemort(just didn't have that name yet)
