Plus, i conquered his nuclear base. After that i surrendered(he asked me 75% of my treasury and 25% of my resources)he typed 'EZ' in the chat. 1 month(in-game)later, i got nukes.

Here's a little trick: Tell people to invade an AI country that is far out of your reach, and while they're doing that, declare war on that country they're invading. After they invaded it for u, u can demand terms from the AI country and take the resources/money.
