In our province Pampanga we do it differently, same ingredients but the process of cooking is different. Before we saute in garlic we boil the pork & liver in kalamansi and soy sauce., then we saute. We also add green peas.. :)

As I've said before we cook everything we let the pork meat and liver boil in kalamansi juice and soy sauce (no water) for a few minitues while preparing the other ingredients. After that we saute garlic, onions then add the pork meat and liver together with the kalamansi juice and soy sauce which we used to boil it with, let it simmer for a minute or two then add tomato sauce, let it simmer again for a minute then add carrots, potatoes, hotdogs and green peas (which were pre boiled) then salt and pepper, let it simmer until vegetables are cooked. There is a notion that Menudo tends to spoil easily if not cooked properly, hence the pre boiling of the meat with kalamansi/soy sauce to give it a longer shelf life... Well that's what our elders say and I think they're right. Just Sharing...
