How to make slim pampas grass more fluffy?

Low heat, will fluff it up just like when you blow dry your hair it gives volume!

We're these wet before you dried them? I'm trying to figure out how to get the dirt off from the bottom of the stem where the feathering ends. Also can they be dyed different colors? If so how do I go about doing that?
