I happened to see this clip accidentally. They are both completely ignorant about not only the genesis but the very concept of Reservations. The kid can be forgiven for his lack of understanding but coming from an IAS officer this is shocking. Clearly he must have bunked Constitutional History classes at the Academy. The untouchable does not stop being an untouchable just because he is economically well off. SC / ST quotas have nothing to do with economics, though the boy’s resentment can be sympathized with. He only needs to know that people of his thinking are less than 1% of even the young urban crowd. For the IAS guy - are you aware that the SC / ST Commission found that the reason why there were less than 5 Secy level SC officers in GOI was the ACRs of SC officers are deliberately spoilt by upper caste officers so they never get into the panel? To understand this better he should read 1. The 1932 London Round Table discussions; and 2. The arguments for the applicability or otherwise of Critical Race Theory to Caste.
