Technique is called "velveting meat" he did a fast easy version of it here. The starch stops moisture from escaping when stir frying, it also helps sauce stick to the meat. If would be more tender if he used egg whites, to get it to cover more. It wont be like fried chicken. This is more the standard method with egg.

Take a look for Restaurant Supply Stores in your area. Asian Markets may be a good alternative, but seem to be much harder to find ( at least in my area it is) lastly you can try stores like BB&B or Le gourmet chef, but their prices are usually outrageous by comparison.
