I think the title is meant to say defenseless player. Yes he’s defenseless. It’s a forceful hit and not a result of playing the ball, a wrap tackle or with open hands. Since none of the 3 exceptions are met, it’s a good call. Defenseless player definition was expanded last year to outlaw this type of hit.
But the new rule also required that the hit be "forceful" to be a foul. As a general guideline, "forceful" usually indicates some type of launch, thrust, or attacking motion. None of which exists here. The ball, defender, and receiver all just meet at the same point at the same time. If you put 22 players in pads and tell them to chase a ball, sometimes they run into each other.

He neither blasts the player nor is the player on the ground when contact occurs.
You can throw the flag and then talk about it. From the angle, it looks like a late hit.
