Its not that their ammo is worth something, it’s they’re trained to kill on sight at any sign of disloyalty. They have more ammo than food with their “dear leader” always buying more to show force. Free market capitalism (not crony capitalism or corporatism, which I despise as much as you do) is the best system we have. For decades the US has been threatening them with millitary because the US doesn't live north korea and wants the regime to be removed or change drastically. I heard there were punishments, possibly death for soldiers that failed to catch a runaway. So while one escaped, those soldiers catching him were doing it to protect their family and themselves. It’s hard.
