In 3.9 you could get 50 empire size with governors + aptitude traditions; fanatic pacifists, ascensionists, and the rest that was shown here. I had 500 pops on a dozen worlds, 100+ systems, and about 10k/month unity while running all edicts (except the F tier ones) meaning I could fully ascend a new planet in under a year.
I remember the days you could control the whole galaxy with a single planet and skyrocket in tech because you had almost no scaling penalties and could race to science nexuses
An easy way to optimize this build is to have a Resort World where you send all your unemployed pops. This makes half of them into clerks and because each clerk gives +1% trade value the trade numbers snowball quickly! Make sure to get a handful of Soldier jobs on the planet and put a commissioner governor on the planet and you will have 100% stability no matter the lack of housing and crime.
By being a in a tier 4 religious federation, you can also get +1 priest jobs per 7 pops (assuming you get max planetary ascension bonuses). So all the unity as well as trade.
Those stability modifiers are, from a lore perspective, hilarious: "So what's life like on this planet?" "Well, over 98% of our population is unemployed, all available buildings are stuffed five families to a room and billions more live on the streets and in tent slums. Colonial amenities are so overwhelmed that it's a miracle we can access air, let alone entertainment or healthcare. It's completely infested with crime and not only does the population continue to increase, but our government keeps abducting people from openly hostile empires and forcibly relocating them to our already overwhelmingly packed cities, then setting them free to live among us." *pause* "So yeah, it's great! We all love it! Move here ASAP, just don't bring any furniture because there's no room for it and a family will have moved into your cabinet before you even find somewhere to put it down!"
Its no real "Tall". It`s just abusing undone game mechanic. Like some time ago when you can achieve over -100% pop consuming so they not consume anything but produce minerals\food\energy\consumer goods\etc from thin air. Its funny but no real gaming way.
You cracked the code. I had been trying to figure out how to break sovereign guardianship but I couldn't figure it out. I was blinded by my love for authoritarianism I didn't even see the egalitarianism path. Amazing.
A word of warning to anyone who wants to try out this build: make sure you don't use the megacorp equivalent of this civic. The empire size penalties from planets is boosted up to 150% and you can't get Imperial Prerogative to help bring it down. Just three colonies alone bring you to 100 empire size pretty much. Stay away from corporate with this unless you want to One Planet Challenge or something.
@@Bricriu-gj9dd If you start as a normal government type, you can pick up imperial prerogative and then reform to megacorp. That’s the only way unless you’re content with only having like two planets all game.
I have actually done one run with friends where I basically played in one System using Shattered Ring Start. It went pretty well! Till the Prikki Ti showed up. I was the sole survivor. 🤣 they couldn't breach my defenses!
I really want Paradox to keep that one. It's so much commitment to achieve and you won't achieve full power till mid game at least (since you need lvl 4 greater good, psyonic theory, 2 civics and tradition paths).
Just did this on my first playthrough with machine intelligence, but I'm pretty new. Machines are weird with their unity and amenities. First time I had a housing and employment problem too. Never went above 250 size, had almost 1k pops and more resources I could spend. By the time the crisis rolled around I had x4 my naval cap and still making resources. Did take galactic wonders so all my pops were doing research, unity and alloys. Was really cool building 3 megastructures at once with 150% speed. Don't know if its interesting/different enough to warrant a video, but it seemed cool.
Fun fact, you can also do this with Gestalt empires. Sovereign Guardianship, -50%. Subsumed Will/OTA Updates, -20%. Domination Tradition, -10%. Harmony Tradition, -10%. (Hive only) Cybernetic Tradition, -10%. (?) The Greater Good 4, -10%.
Since this puts no requirements on the Origin you select, you can do some fun stuff with flavour as well. Or meta-wise. Get +60% Growth Speed from the Overdrive traits.
"Infinite" is a relative term. Somewhere around 10500 pops on one planet the game just can't take it anymore and hard-locks if you try to open the planet details window.
This has further inspired my future Astral Planes-focused Birch Origin run after all the relevant mods catch up. A core, central, gigastructural ecumenopolis with surrounding basic resource generators and soldier-worlds for military purposes.
This pairs nicely with the Statecraft tradition which will give you a flat -5% empire size. Useful if you want to push your empire to be a little bit bigger.
Tall empire is my favorite build cuz wide empire gets boring cuz you lose out on the whole point of being powerful after you've already conquered your enemies. Tall empire tho, you can be powerful, and still actually have enemies to have fun with
You ought to try it in multiplayer with the buffed Quantum Catapult origin. You can heavily defend your tall empire with Sovereign Guardianship and raid anywhere in the galaxy with your Quantum Catapult, instantly returning home with an Astral Jump.
I know I play the game wrong after hearing Montu saying "playing tall with 10-15 planets" I never had more than that and I don't try to be tall, I just try to win 😂
You can do this better with a hive: Guardian Cluster, -50%. Subsumed Will, -20%. Synchronicity, -15%. Domination, -10%. Greater than Ourselves, -10%. And now pair with subterranean, noxious and mutagenic spas. - as habitability will always be 70% and you can increase growth using industrial districts.
as of 4:28 i get the feeling this build gets its science almost entirely from utopian abundance- if so i wonder if a lithoid hive mind that can get minerals and worries about less resources would work as well given they get a version of the turtle mc turtle face civic
They can't reach the -100% size from pops. Also their Natural Neural Network civic doesn't provide as much science as utopian abundance. You could get reasonable tall with a hive but "unreasonably tall" as Montu has shown us.
@@VulpineCortex either necrophage or synthetic ascension would let you convert abducted pops into a template that does reduce empire size from pops. In theory, not having to take idealistic foundation also liberates you from having to take egalitarian, but it seems like not having enough jobs would become a major problem at that point. You could go xenophobe, and have some species kept in slavery as livestock (and maybe a few servants if you wanted amenities), genemodded to guarantee that theyre docile of course. Going that route would also allow you to take barbaric despoilers, and raiding stance is (potentially) the fastest growth rate in the game, especially towards the end game
This is still in theorycraft mode in my head, because I am working 12 hour shifts until Thanksgiving. I haven't had the time to try it myself yet. I am almost certain you can do this with a hive mind as well. While still using something like progenitor hive and getting access to nihilistic acquisition. Subsumed will civic, synchronicity and domination tradition trees, and greater good level 4 will put you at -100% from pops Divided attention civic. Imperial perogative trait and expansion tree can get you -125% from colonies putting you at +75%. I am unsure if planetary ascension is addedive or multiplicitive with the other colony size bonuses. You could potentially get it to 0% as well if it's addetive with the other bonuses. At ascension level 10, it's-50% but with synchronicity and elevational contemplations civic you would get -75% putting you at 0. If it is a multiplicitive bonus you would still only have 3.75 empire size per planet. Leaving the only real source of empire size being systems. This can be limited by creating vassals and feeding them the useless systems. Build a habitat colonize it edit the sector leaving yourself any systems with strategic resources or anything else of value. Unload the empire size on them and potentially get extra bonuses back when they are specialized. Alternatively instead of going for Elevational contemplations as a 3rd civic you can take natural neural networks and get a mini utopian abundance effect from unemployed drones. This would still leave your ascended colonies costing only 12.5% of normal empire size. Which is 2.5 size if bonuses are additive or 5.6 if multiplicitive. Lastly you can say screw tall because these numbers are so small that you can just give into the darkside and play wide without even bothering with planetary ascension. With the setup I mentioned it's only 15 empire size per nonascended planet and 2.25 size per system. 100 systems and 20 colonies is still only 525 empire size. Which is entirely manageable because hiveminds already come with the -25% from empire size effects as default.

I need to be better at producing both science and navies at the same time. But i guess if i dont have to create colony ships i will have time to create navies.... hopefully?

Having all that pop reduction, especially with a bunch of worlds is still really nice especially late game. Pops add so much empire size when you have over 2k pops
Reaching 100% empire size from pops is definitely fun, but I think it is worth it even if you don't reach 100%(meaning that there's no need to rush for harmony, domination, beacon of liberty). The main issue with Sovereign Guardianship is that it gives zero value in early game. I think assisting Sovereign Guardianship build with strong origins(Prosperous Unification, Clone Army, Necrophage, etc.), strong civics(Parliamentary System, Distinguished Admiralty, etc.), strong traditions(Prosperity, Statecraft, Supremacy, Enmity, etc.) is necessary so it can survive the early game.
@Montu, did you notice the empire size from pops reduction provided by governors? -2% per level for planetary governors and -1% per level from sector governors SHOULD mean that a LV3 planetary governor OR LV5 Sector governor affecting every planet would give you 5% reduction, enough to ignore the cumbersome GALCOM resolution. LV10 planetary governors everywhere would give -20% let you switch out of the civic (and thus egalitarian)! Btw, new patch nerfs martial law (0.02 stability from soldiers without veteran class, so 10(!) soldiers grant a whopping 2 stability), so a few soldiers are not gonna fix stability anymore…
Yes, unfortunately they don't stack. for example. A lvl 10 governor on a planet with all docile pops would get a -30% reduction in empire size form pops. Then if we had the soverign civic, the two traditions and the galcom resolution for -80%. the total effective contribution from that planet would be 70% * 20% or 0.7*0.2 = 0.14 or 14% of the original empire size. Does that make sense?
You can manage this with 100% district size reduction with rogue servitor, and you can take the perk to acquire prisoners with jobs. Cant have as many colonies though due to the 50% from being machine intelligence.
With the planetary ascension. You can get +70% effect if you take the ascension it’s civic, harmony tradition, and form a spiritual federation. Meaning you could get up to -85% on empire size contribution from planets. - And since that -85% includes Pops, Planets & Districts. You could quite feasibly reach 0% contribution to empire size from each of those 3 things. - only systems & starbases would count.
For anyone trying to follow 3:27, remember from patch 3.10.1: "The Tyznn Tithe trait is no longer possible to acquire by levelling up.". Now you need to recruit Gia'Zumon.
I've seen a maybe even easier way for this today on reddit and tried it myself. I would give credits but I sadly dont't remember the name. Of course we utilize the Guardian civic again but ths time as a Machine Intelligence. We also need the OTA Updates civic for another -20%. So we are at -70% empire size from pops. Last but not least the leader of a MI gets -3% PER LEVEL so it's -30% at level ten. Thats -100% (or even less if you have effective councilor skill). I also liked to take the Rogue Servitor civic alongside for the extra bit of pop growth and the general OP-ness regarding pop efficiency and took OTA Updates as third pick while leveling the leader.
Sure it's easier for machine empires to get 0% pop empire size but their planets are also worth 50% more, so it might be a little bit harder to bring down to below 100 empire size when you start spamming habitats/ringworlds. Machine planets are worth 2.5x (vs 2x normal guardians, 25% more empire size per planet) with this strat, and we're bringing it down to 1.75x (vs 1.25x, +40%) with Expansion and Imperial Prerogative. To make the math more simple, every 4 machine planets you have you could have 5 planets instead as a regular empire. With Expansion + IP it's even more jarring, with every 5 machine planets being worth 7 regular planets in terms of empire size. And that adds up. 40% more planets filled to the brim with pops is a crazy amount of production. I would say however that the Machine Empire has 2, maybe 3 things going for it though: 1) It's more flexible. With this strat you could still go for Domination and Harmony to drop OTA Updates in lieu of a better civic mid to late game. You could even forego one of the traditions if you manage to get Balance in the Middle passed early enough. 2) The fact that you can have 0 pop empire size modifier much earlier gives this strat a lot more power to build up traditions and research earlier (but again you'll need to be a bit more conservative with how much you colonize) 3) Taking Rogue Servitors may or may not make up for the extra planets you could have had if you played as a normal empire. 40% is a lot, but with this strat you could theoretically just build a lot more upgraded sanctuaries on each planet.
Montu, I found recently biggest food possibility in game. It requires Overtuned, Genetic ascension, Hive mind, enslave everything to livestock and Catalytic procesion.
I don't understand the logic behind increasing the empire size from branch offices, a tall megacorp would rely heavily on it's branch offices for income. You'd think it would reduce the empire size from branch offices, encouraging getting resources from something other then systems and planets.
I am playing this with Ringworld origin and it is the most fun I’ve had in Stellaris! It did take a while to start popping off, but now I’m about to take the center of the galaxy and I have twice the diplo weight of the next most powerful empire. It’s super enjoyable and engaging to play!
If you pick the Employee Ownership civic for megacorps it’s even better. You’ll never have to build a single agricultural district, get all your food from trade value, which those unemployed pops will generate, paying for their own upkeep.
You'll want to not go above 3 colonies before being able to at least 40% ascend them, though, given that 4 colonies with Imperial Prerogative and Expansion gave me a whopping 50 empire size (12,5 base per colony after the 75% empire size reduction those two perks produce, which is the best you'll ever get, baseline. You can further reduce this only with planetary ascension and statecrafts 5% flat modifier, as well as the Grey Eminence trait (which doesn't work at the moment, apparently). This makes specializing your planets very difficult, so best to tradition rush as soon as possible. Even then, you need to roll the tier 5 Ascension Theory tech. Owning too many systems also is a no-no, which can limit your astral exploration or just available planets to settle. This build certainly needs careful management until later in the game, which I discovered in an aborted run (due to a Zroni dig site spawning waaay outside my empire and then being snatched up by a neighbour) today.
Machine Intelligence can do this too. Guardian Matrix, -50%. OTA Updates, -15%. Domination, -10%. Synchronicity, -10%. Virtual Ascension, -10%. -3% per ruler skill level. Combine with the Subterranean origin and every planet is habitable.
I want to use this to go full turtle, RIP the inward perfection starbase run - as many commanders as spossible with starbase and defense platform council traits to have fully closed borders.
They're going to cap the pops on empire size thing for sure... like 90% or 95% maybe if we're lucky, no way they let you negate it completely like this.

Usually in my play through, my government is essentially America and my territory extends upwards an quarter of the map (including the L-cluster) So you know, It’s nice to find something new to try I guess.
1) Start as Feudals with warrior culture 2) pass 4 PMC resolutions in UN 3) Create new sector, using new tool, cut all systems from it except 2 unhabitable 4) releasing sector as a vassal. He inherits our warrior culture 5) Vassal able to create 2+1 mercenary enclaves 6) merge vassal into our country again when he placed 3 enclaves. 7) enjoy presents from PMCs repeat until each star has enclave. As long as we feudals our vassals doesn't care about other vassals we gerrymandered Would this strategy work or I missing something?
They should make it to where if a planet passes a certain pop limit it default becomes a kind if janky ecumenopolis that you have to do an event to upgrade.
Make the empire even smaller by using ascensionists and a holy covenant. With +70% Ascension effect your planets will shrink down to only 15% of their unascendet empire size.
This build would work even better for Knights of the toxic god and slaves -livestock farming for the fortress habitat. Or resort trade-world, especially if you are xenophobe and the planet has titanic life, or other modifirs that generate new jobs based on the number of pops
Agreed! 100 is the evil number indeed ;) But don't you think you're over-investing here a bit from a min-max perspective? If you go for parliamentary systems and aim for tall play, just focus on planetary ascensions and get -100 pop size at level 8+ Psionic Theory. Well, I guess if you're stealing pops from the get-go, you can potentially explode your pop size too early ;/
I'm confused, why did you put on the "Unruly" trait? It gives 10% increased empire size from pops, wouldn't not taking that eliminate the need for the galactic resolution thing? Further, couldn't you have taken the "docile" trait for an extra -10% empire size from pops?
It won't help, we are trying to hget the empire size from pops reduction at an empire wide level to zero, not at a planetary level, so docile won't factor into this!

I doubt the devs will nerf this build. It is not op. Andits very niche. Not to memtion, its success is heavily spawn based. Thats why you should start with a ringworld or a ocean world.
Wow, this is pretty tall. But have you tried Hive Mind + Guardian Cluster and Subsumed Will civics + Synchronicity and Domination traditions? That's -95% empire size from pops and -25% from hive mind on top of that as early in the game as you want. Taking Elevational Contemplations as a third civic makes a nice synergy for a giga tall build

Normal people usually play with 0.25x habitable planets, so yeah, some of players think that 10-20 planets is tall.

You can do this better with a hive:
Guardian Cluster, -50%.
Subsumed Will, -20%.
Synchronicity, -15%.
Domination, -10%.
Greater than Ourselves, -10%.
And now pair with subterranean, noxious and mutagenic spas. - as habitability will always be 70% and you can increase growth using industrial districts.
as of 4:28 i get the feeling this build gets its science almost entirely from utopian abundance- if so i wonder if a lithoid hive mind that can get minerals and worries about less resources would work as well given they get a version of the turtle mc turtle face civic
They can't reach the -100% size from pops. Also their Natural Neural Network civic doesn't provide as much science as utopian abundance. You could get reasonable tall with a hive but "unreasonably tall" as Montu has shown us.

you'd have to make sure all pops have it; if you ensure that, you can free up a civic slot.
@@VulpineCortex either necrophage or synthetic ascension would let you convert abducted pops into a template that does reduce empire size from pops. In theory, not having to take idealistic foundation also liberates you from having to take egalitarian, but it seems like not having enough jobs would become a major problem at that point. You could go xenophobe, and have some species kept in slavery as livestock (and maybe a few servants if you wanted amenities), genemodded to guarantee that theyre docile of course. Going that route would also allow you to take barbaric despoilers, and raiding stance is (potentially) the fastest growth rate in the game, especially towards the end game

This is still in theorycraft mode in my head, because I am working 12 hour shifts until Thanksgiving. I haven't had the time to try it myself yet. I am almost certain you can do this with a hive mind as well. While still using something like progenitor hive and getting access to nihilistic acquisition.
Subsumed will civic, synchronicity and domination tradition trees, and greater good level 4 will put you at -100% from pops
Divided attention civic. Imperial perogative trait and expansion tree can get you -125% from colonies putting you at +75%. I am unsure if planetary ascension is addedive or multiplicitive with the other colony size bonuses. You could potentially get it to 0% as well if it's addetive with the other bonuses. At ascension level 10, it's-50% but with synchronicity and elevational contemplations civic you would get -75% putting you at 0. If it is a multiplicitive bonus you would still only have 3.75 empire size per planet.
Leaving the only real source of empire size being systems. This can be limited by creating vassals and feeding them the useless systems. Build a habitat colonize it edit the sector leaving yourself any systems with strategic resources or anything else of value. Unload the empire size on them and potentially get extra bonuses back when they are specialized.
Alternatively instead of going for Elevational contemplations as a 3rd civic you can take natural neural networks and get a mini utopian abundance effect from unemployed drones. This would still leave your ascended colonies costing only 12.5% of normal empire size. Which is 2.5 size if bonuses are additive or 5.6 if multiplicitive.
Lastly you can say screw tall because these numbers are so small that you can just give into the darkside and play wide without even bothering with planetary ascension. With the setup I mentioned it's only 15 empire size per nonascended planet and 2.25 size per system. 100 systems and 20 colonies is still only 525 empire size. Which is entirely manageable because hiveminds already come with the -25% from empire size effects as default.
Personally i prefer science shenanigans builds, but this looks like it could be fun to try out in multiplayer
my 500 unemployeds pops produce above 1000 science (+500 unity) this is a science build :D

@@ssgoko88Yeah i am a relatively new stellaris player so that is one of my issues, i tend to prefer getting some of the weapon reasearch done and a few colonies under my belt before i event start thinking about creating navies.
I need to be better at producing both science and navies at the same time.
But i guess if i dont have to create colony ships i will have time to create navies.... hopefully?

Having all that pop reduction, especially with a bunch of worlds is still really nice especially late game. Pops add so much empire size when you have over 2k pops
Reaching 100% empire size from pops is definitely fun, but I think it is worth it even if you don't reach 100%(meaning that there's no need to rush for harmony, domination, beacon of liberty).
The main issue with Sovereign Guardianship is that it gives zero value in early game.
I think assisting Sovereign Guardianship build with strong origins(Prosperous Unification, Clone Army, Necrophage, etc.), strong civics(Parliamentary System, Distinguished Admiralty, etc.), strong traditions(Prosperity, Statecraft, Supremacy, Enmity, etc.) is necessary so it can survive the early game.
Maybe the real tall gameplay was the friends we made along the way?
@Montu, did you notice the empire size from pops reduction provided by governors?
-2% per level for planetary governors and -1% per level from sector governors SHOULD mean that a LV3 planetary governor OR LV5 Sector governor affecting every planet would give you 5% reduction, enough to ignore the cumbersome GALCOM resolution.
LV10 planetary governors everywhere would give -20% let you switch out of the civic (and thus egalitarian)!
Btw, new patch nerfs martial law (0.02 stability from soldiers without veteran class, so 10(!) soldiers grant a whopping 2 stability), so a few soldiers are not gonna fix stability anymore…
Yes, unfortunately they don't stack.
for example. A lvl 10 governor on a planet with all docile pops would get a -30% reduction in empire size form pops. Then if we had the soverign civic, the two traditions and the galcom resolution for -80%. the total effective contribution from that planet would be 70% * 20% or 0.7*0.2 = 0.14 or 14% of the original empire size.
Does that make sense?
This civic as a hive mind with pergenetory hive and budding is insane.
Take cybernetic for easier access on some bonus to pop admin weight and overhall production + better traits

You can manage this with 100% district size reduction with rogue servitor, and you can take the perk to acquire prisoners with jobs. Cant have as many colonies though due to the 50% from being machine intelligence.
With the planetary ascension. You can get +70% effect if you take the ascension it’s civic, harmony tradition, and form a spiritual federation.
Meaning you could get up to -85% on empire size contribution from planets.
-
And since that -85% includes Pops, Planets & Districts. You could quite feasibly reach 0% contribution to empire size from each of those 3 things. - only systems & starbases would count.
For anyone trying to follow 3:27, remember from patch 3.10.1: "The Tyznn Tithe trait is no longer possible to acquire by levelling up.". Now you need to recruit Gia'Zumon.

More easy way - robot with their version "Sovereign Guardianship" and "OTA Update".
I've seen a maybe even easier way for this today on reddit and tried it myself. I would give credits but I sadly dont't remember the name.
Of course we utilize the Guardian civic again but ths time as a Machine Intelligence. We also need the OTA Updates civic for another -20%. So we are at -70% empire size from pops. Last but not least the leader of a MI gets -3% PER LEVEL so it's -30% at level ten. Thats -100% (or even less if you have effective councilor skill).
I also liked to take the Rogue Servitor civic alongside for the extra bit of pop growth and the general OP-ness regarding pop efficiency and took OTA Updates as third pick while leveling the leader.
Sure it's easier for machine empires to get 0% pop empire size but their planets are also worth 50% more, so it might be a little bit harder to bring down to below 100 empire size when you start spamming habitats/ringworlds.
Machine planets are worth 2.5x (vs 2x normal guardians, 25% more empire size per planet) with this strat, and we're bringing it down to 1.75x (vs 1.25x, +40%) with Expansion and Imperial Prerogative.
To make the math more simple, every 4 machine planets you have you could have 5 planets instead as a regular empire. With Expansion + IP it's even more jarring, with every 5 machine planets being worth 7 regular planets in terms of empire size.
And that adds up. 40% more planets filled to the brim with pops is a crazy amount of production.
I would say however that the Machine Empire has 2, maybe 3 things going for it though:
1) It's more flexible. With this strat you could still go for Domination and Harmony to drop OTA Updates in lieu of a better civic mid to late game. You could even forego one of the traditions if you manage to get Balance in the Middle passed early enough.
2) The fact that you can have 0 pop empire size modifier much earlier gives this strat a lot more power to build up traditions and research earlier (but again you'll need to be a bit more conservative with how much you colonize)
3) Taking Rogue Servitors may or may not make up for the extra planets you could have had if you played as a normal empire. 40% is a lot, but with this strat you could theoretically just build a lot more upgraded sanctuaries on each planet.

I pretty much figured out in the first 90 second that this is a hypetroll tall build that is just going to wreck everything!
Montu, I found recently biggest food possibility in game. It requires Overtuned, Genetic ascension, Hive mind, enslave everything to livestock and Catalytic procesion.

I don't understand the logic behind increasing the empire size from branch offices, a tall megacorp would rely heavily on it's branch offices for income. You'd think it would reduce the empire size from branch offices, encouraging getting resources from something other then systems and planets.
This is exactly the build I've been thinking about since the DLC came out.
I am playing this with Ringworld origin and it is the most fun I’ve had in Stellaris! It did take a while to start popping off, but now I’m about to take the center of the galaxy and I have twice the diplo weight of the next most powerful empire. It’s super enjoyable and engaging to play!
If you pick the Employee Ownership civic for megacorps it’s even better. You’ll never have to build a single agricultural district, get all your food from trade value, which those unemployed pops will generate, paying for their own upkeep.
Tallest build ever and use unruly at starting traits? THIS IS MADNESS
Montu is the biggest tall boi.
Relic start might be good start for the long term as you have a garuanteed ecumanopoilis to house all your pops
You'll want to not go above 3 colonies before being able to at least 40% ascend them, though, given that 4 colonies with Imperial Prerogative and Expansion gave me a whopping 50 empire size (12,5 base per colony after the 75% empire size reduction those two perks produce, which is the best you'll ever get, baseline. You can further reduce this only with planetary ascension and statecrafts 5% flat modifier, as well as the Grey Eminence trait (which doesn't work at the moment, apparently). This makes specializing your planets very difficult, so best to tradition rush as soon as possible. Even then, you need to roll the tier 5 Ascension Theory tech.
Owning too many systems also is a no-no, which can limit your astral exploration or just available planets to settle.
This build certainly needs careful management until later in the game, which I discovered in an aborted run (due to a Zroni dig site spawning waaay outside my empire and then being snatched up by a neighbour) today.
Even if you play wide...on a really big galaxy size...worth it as the pops weight on the Empire score explodes relative to the others.
Machine Intelligence can do this too.
Guardian Matrix, -50%.
OTA Updates, -15%.
Domination, -10%.
Synchronicity, -10%.
Virtual Ascension, -10%.
-3% per ruler skill level.
Combine with the Subterranean origin and every planet is habitable.
The Tyznn Tithe trait is no longer possible to acquire by levelling up.(3.10.1 beta)
Only the renowned paragon can use that trait now...
Then you'll have to roll well and get Gia'Zumon!

I want to use this to go full turtle, RIP the inward perfection starbase run - as many commanders as spossible with starbase and defense platform council traits to have fully closed borders.
They're going to cap the pops on empire size thing for sure... like 90% or 95% maybe if we're lucky, no way they let you negate it completely like this.

You could use this civic as a wide empire that conquers alot of worlds you put all the pops on your resort ecunompolis for a insane bonus
Usually in my play through, my government is essentially America and my territory extends upwards an quarter of the map (including the L-cluster)
So you know, It’s nice to find something new to try I guess.
1) Start as Feudals with warrior culture
2) pass 4 PMC resolutions in UN
3) Create new sector, using new tool, cut all systems from it except 2 unhabitable
4) releasing sector as a vassal. He inherits our warrior culture
5) Vassal able to create 2+1 mercenary enclaves
6) merge vassal into our country again when he placed 3 enclaves.
7) enjoy presents from PMCs
repeat until each star has enclave. As long as we feudals our vassals doesn't care about other vassals we gerrymandered

passing UN bills can take ages and anything over 3 ai will usually automatically oppose, ie egalitarians not passing slavery bans
also navy cap goes down by passing too many pmc laws, its usually not optimal
They should make it to where if a planet passes a certain pop limit it default becomes a kind if janky ecumenopolis that you have to do an event to upgrade.
Make the empire even smaller by using ascensionists and a holy covenant. With +70% Ascension effect your planets will shrink down to only 15% of their unascendet empire size.

This build would work even better for Knights of the toxic god and slaves -livestock farming for the fortress habitat.
Or resort trade-world, especially if you are xenophobe and the planet has titanic life, or other modifirs that generate new jobs based on the number of pops
Agreed! 100 is the evil number indeed ;) But don't you think you're over-investing here a bit from a min-max perspective? If you go for parliamentary systems and aim for tall play, just focus on planetary ascensions and get -100 pop size at level 8+ Psionic Theory. Well, I guess if you're stealing pops from the get-go, you can potentially explode your pop size too early ;/

I'm confused, why did you put on the "Unruly" trait? It gives 10% increased empire size from pops, wouldn't not taking that eliminate the need for the galactic resolution thing? Further, couldn't you have taken the "docile" trait for an extra -10% empire size from pops?
The traits take effect on a planetary level and his reductions take place on the empire level so they don't matter.
Don't forget about the docile trait.
It won't help, we are trying to hget the empire size from pops reduction at an empire wide level to zero, not at a planetary level, so docile won't factor into this!

But have you tried Hive Mind + Guardian Cluster and Subsumed Will civics + Synchronicity and Domination traditions? That's -95% empire size from pops and -25% from hive mind on top of that as early in the game as you want. Taking Elevational Contemplations as a third civic makes a nice synergy for a giga tall build
