It does make sense, somewhat. Bullets canonically are prohibited from being given enough strength to penetrate steel (and building walls), so you could theoretically block a shot with a briefcase if it has a steel layer. Gun users will then have to go through various loopholes, like using tiny bullets to go through the gaps in armor, breaking it without penetration with impact rounds, or just straight up cleaving it with melee weapons to make a hole to shoot through. Or, like Hong Lu does with his S3, jump over the target to potentially find an unprotected spot to shoot.
pm truly give us the gamble id, the more stacks of that sniper buff he has the more damage that he deals with ather bullet. That means you have to use the defense skill for a while to get those stacks. Also heath rolling 21 on tails is wack
