He's putting on a show. He's normally very mature and polite but he's pretending to be a spoiled brat so no one would look twice at him trying to buy the same knife everyone had been trying to steal from The Penguin. This is just his first step in learning his mask of "Billionaire Playboy Bruce Wayne" But the show can be very funny in most episodes. I highly recommend you watch Gotham it's very good.

Ra's Al-Ghul isn't specific to Arrow dude, he's a Batman villain before anyone elses
Ra's Al Guhl is actually a very important Batman mythos character. It made sense when they brought him into Gotham because Ra's is one of Batman's future greatest enemies and the Grandfather of his son. But if you're not a total nerd like I am I can see you not knowing that. I would recommend Gotham it's a very good show.
