Litter throwers should be fined. The job and workers there for a reason. But I believe anyone throwing litter should be given chance to pick up litter before fines and alot of enforcers don't do that.

Im a smoker and I always carry a pocket ashtray, BUT I don't agree with these "enforcement officers" actually harassing people and trying to extort money, mostly because it goes to the already massively over funded council and has absolutely nothing to do with helping the environment. I used to live under a very busy drug den. the junkies used to pile rubbish everywhere, pee all over the place and I ended up with rats in my house because of the amount of rubbish but the council refused to do anything because it's not council property, but if someone drops one cigarette on the floor they get their goons to hand out huge fines... something definitely not right there.
These civil enforcement officers seem to want the drama. I’m a civil enforcement officer and if someone refuses to give you their details all you have to do is follow them to their car and get a screenshot of their number plate. The DVLA are only too happy to share their names and addresses with you. Simple.

I respect the law and rules and regulations and keep the environment clean but there is another way of making money if u are Willing to through a cigarette or litter nearby u can't find a flippin bin fining ppl £75 or u go to court and pay £2500 it's a blackmail.

I'm a smoker and when I'm going to be done I find a bin stub it out and throw in bin. If no bun available I stub it out and put back in pack. Anybody who just throws away rubbish on street is a disgrace and needs to be taught a lesson.

They are not council workers, they work for a private company who pay the council about 20% of what they can scam for the permission to work the area.
I blame the Council. They should enforce, collect and use by the Council, instead of subbing out to greedy oppertunists.
