This is an innovative and creative idea ! However, what happens when the people can not afford the fancy grooming after they adopt the dogs ? The people might get rid of the dogs then, once the "glam" grooming wears off !!

Sorry, this is unwise. If I'm going to adopt a dog I want to see the real dog. That includes issues with skin, hair, etc. Everyone is oohing and awing but it's not the kind of person you want adopting. I applaud him for volunteering his time and for washing and grooming but better leave the disguises off the menu.
