Legitimately glad that ever since I found out about the Comic Sans BSoD thing (in Windows 8.1 down to 8's first ever BSoD redesign to have the :(, you can switch out the font file for Comic Sans's to have the BSoD be in Comic Sans) via making Windows 8 8056 absolutely cursed, things in the BSoD modding community have spiralled as well to even greater heights.
You can probably import a custom root certificate into store, create driver signing certificate and sign whatever you want with DDK tools, enable Custom Kernel Signing (from Windows China Edition) then disable test signing. I think that trick was used in the past to install patched drivers and many a rootkit. To prevent that UEFI keystore needs to be locked or windows product policy settings need to be secured further.

The font used is Meiryo Boot, and this is only font so far that has that spinning animation.
