When I tap on the + icon on the Instagram app, I don’t see the same thing as you.
Mine says:
Please Allow Access to your photos
This allows Instagram to share photos from your library and save photos from your camera roll.
Enable Library Access

And when I click on “enable library access” it takes me to Instagram from my iPhone settings and there is no option to enable the access in those settings.
How to fix this?

IPHONE USERS YOU HAVE TO GO TO RESET ALL NETWORK SETTINGS AND IT WILL RESTART AND FIX THE PROBLEM

Hi Fatima! If you're having trouble allowing full access on Instagram, try going into your device settings and checking the app permissions. Make sure that camera access is enabled for Instagram.
