At 15 minutes, you were at 15.8 stacks power minute. The average high for high elo is 11. So not quite a world record maybe, but pretty damn good! My personal best was in a normal game where i was around 13 per minute by 15 minutes as a support. In ranked I'm low LOW gold at my best, low silver at my average.
Here’s a thought.. what if you prioritized cdr first on veigar, similar to on a Q stacking nasus.. Would give you more opportunity to Q each minion earlier…? The Deathcap is always gonna do what Deathcap does… but cdr early could = more AP late game??
