Great explanation on the carb replacement. I recently replaced mine and still had issues with starting. I found the fuel line was collapsed. I think it’s a good reminder for everyone to check there fuel line.
Yes, that bowl nut is supposed to be snug, not super tight. You don't want to strip the aluminum carb body. That would be bad. Just snug so the gasket is a little compressed. That's all you really need to keep it from leaking (if that bowl nut gasket is still alright).

Just repaired a similar one for a neighbor. I didn't see where an air filter would mount. Does it run with no air filter?

The cable system for the chute is poor engineering. Have you had problems with it?
