Get a mini skirt or short shorts for $2.00 at a thrift store, turn them inside out and sew the bottoms shut, add straps and a belt and jewelry magnets sold in the jewelry department to keep them closed in the middle. I made a bunch for an arts and crafts show (denim and different colors) and sold them for $10 - $15.00. I also got XXXL shorts and mini skirts and made beach bags and carry all bags (for traveling) and sold them for $15 - $20.00. I also cut pockets out of pants and made pockets out of pant legs to add to the insides. And the seams from the pants were turned into handles/straps.
