Most of time Camtasia stop audio recording or crash in mid of recording. So I swatch to OBS Studio for recording and I use Premiere Pro for Editing. You can Zoom / Pan in Pr Pro.
Except for the last feature, we can do all other things with *Active Presenter* which is mostly free. - Pan-Zoom - Cursor highlight - Highlight to a specific spot - Callouts also the last feature but in a different way, I mean we can't animate the red box that you have shown but use a red out-lined box to do the same. All the above features we can use in its free version.

Camtasia is a screen recording software. You can create your PowerPoint slides and record them on Camtasia. Hope this helps.
Camtasia is too costly is there another option?
Filmora is best alternative to camtasia i think.
