'ちょっと (chotto) means 'a little' in Japanese, but also can be used when you want to say 'No' indirectly. However, if you want to say 'I'm not really a dog person.' without someone asking you, it is more clear to say ' 犬があまり好きじゃありません。 (inu ga amari suki ja arimasen= I don't really like dogs)'.

Isnt ga always marking the doer of the action or the subject being in a certain state? So in this case the dog is not the object in Japanese but the doer. I would translate it more to For me, Dog is likeable/pleasant, which sounds more unnatural in English but it is how Japanese works, isn't it? This way the particles mark what they usually mark.

The particle 'が (ga)' has many different usage, and as you pointed out, in some cases it's used as a subject marker. However, in this case 'が(ga)' is used to mark the object of the verb '好き (suki) = like'. This is becuase there is a grammar rule in Japanese that the verbs & adjectives that describe preference, ability, possession & like use the particle 'が' to mark its objects. I hope this helps!
