It's a 4-lane road but the lanes on each side were used as parking for jeepneys, cars and other vehicles. If the city impounds the vehicles for illegal parking, they will not do that again by not renewing driver's license and permit to operate. It will teach them a lesson but if there's no penalty, violators continue to thrive. The LGUs lack the will power to implement city ordinances. They're only good a name change honoring who's who.
